[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide health insurance eligibility and enrolment system
- A system solution that is capable of administering all plan eligibility and billing requirements for active employee, retiree, and COBRA participants,
- Provide a sophisticated eligibility rules engine with automated solutions that increase efficiency in the administration of the plan,
- Provide work management tools as well as billing and accounting functionality to properly assess employer and employee premium billing,
- eligibility and enrolment:
- Online eligibility interface, including annual, new hire and change of status enrollment,
- Ability to integrate plan features such as HSA/HRA contributions and beneficiary information,
- Retiree processing and administration,
- COBRA eligibility and management,
- Member noticing tools,
- Mobile device accessibility,
- accounting and billing:
- The functionality and ability to remit billing/payment files to various pay centers,
- The functionality and ability to track and bill rates for employee and retiree premiums and subsidies split between multiple employers and various contribution levels,
- The functionality and ability to add/edit employer groups and billing,
- The functionality and ability to receive and allocate payments from automatic payroll/pension deductions, check, cash, credit card (staff processing), ACH, and wire to ensure payments from participants and employers are allocated appropriately.
(2) All the questions must be submitted no later than March 20, 2020.

- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
