Government Authority located in Clark, Nevada; USA based organization looking for expert vendor for underwriting services for negotiated debt issuances.
[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide underwriting services for county negotiated bond sales for the period of July 1, 2020 through June 30, 2025 including the number of firms selected for the qualified pool, and in accordance with COUNTY’S Debt Management Policy, the highest-ranking minority and/or woman owned firm will be included in the final selections to the government authority located in Clark, NV.
- COUNTY utilizes a mix of competitive bid and negotiated debt issuance to finance COUNTY’S capital investment spending and to refund bonds. The purpose of this SOQ is to allow COUNTY to select a pool of firms qualified to provide underwriting services for debt issuances, which may be handled on a negotiated basis.
- COUNTY may sell general obligations, general obligations additionally secured by pledged revenues, revenue bonds, medium-term financings, tax increment and other special obligations for refunding or “new money” purposes such as Airport, Flood Control, Street Improvements, Public Safety, Transportation Improvement, Hospital, Parks and Recreation, Redevelopment, Public Building or any other general government purpose.
- Selection of a firm for the pool does not guarantee that a firm will participate in any specific transaction. Furthermore, the pre-qualification of firms to handle COUNTY underwriting services is not an indication that COUNTY will issue debt on a negotiated basis during the period in question. COUNTY reserves the right to engage any underwriter for COUNTY bonds and projects outside of this effort, when necessary. In accordance with COUNTY’S Debt Management Policy, the team selection for any particular debt issuance will be evaluated on an issue by issue basis and subject to ratification by the BCC.
(2) A pre-submittal conference will be held on June 30, 2020.

- Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
