[B] Scope of Service:
Vendor needs to provide merchant services and payment card gateway services
A. Merchant Services: -
1. Student registration
2. Transcripts
3. Continuing education
4. Sports and recreational events
5. Retail sales
6. Copy services
7. Parking services
8. Library services
9. Publications
10. Various departmental charges
B. Payment Types
Proposer will accept various type of payments and guarantee cardholder’s information is secure. Credit cards (Visa, MasterCard, American Express, Diner’s Club, Optima, Explore, Maestro, Interlink and Discover) will be accepted in-person (via a point-of-sale system) or via web, mobile platform, phone, EMV, P2PE, E2EE, IP terminal, or NFC (e.g., Apple Pay, Android Pay, Square, etc.). Transactions may be PIN or PINLESS based.
1. Online Payments
a. Online payment transactions must be secure and provide cardholders with an easy checkout method. Proposer will provide integration with institution payment gateways to encrypt and run credit card information securely. Payment gateways will have point-to-point encryption and meet Level 1 PCI Compliance standards.
2. Point of Sale System Payments
a. Provide ability to run activity reports
b. Provide Mobile Payment Options (i.e. Cellular/wireless terminals, E2EE, P2PE hardware for Android and/or iOS devices)
3. International Payments
C. Credit Card Processing
Proposer will provide NSHE with items related to the provision of services that include but are not limited to:
1. Dedicated customer service representative or team;
2. Promotional support (i.e., signs, stickers, and supplies);
3. Opportunities for business reviews;
4. Timely updates on PCI or other related rules and regulations; including transition timelines and expectations for PCI DSS v.4.0;
5. Dispute resolution and escalation plans for cardholders and merchants;
6. Set up for new merchant accounts as requested by institutions;
7. Multilingual customer service support;
8. End user and administrator training (on hardware, software, fraud awareness / management, etc.); and
9. Technical service support provided 24/7/365.
