[A] Budget: Looking for Proposal
[B] Scope of Service:
Vendor needs to provide cloud solution financial management and reporting system to ensure financial compliance, automation of financial transactions, financial reconciliation, general ledger (GL) processing, receipt and revenue distribution, and allow for the easy creation of future financial transactions.
- solution may be either vendor-hosted, utilizing a cloud provider, or a vendor-hosted platform infrastructure
- cloud solution is proposed, it must utilize a private government cloud model
- migrating from an internally built system that has grown from a mainframe COBOL environment to a mainframe/PowerBuilder-based combined client-server solution
- fully managed, hosted service solution, preferably a FEDRAMP Gov Cloud-based solution that supports remote users and a mobile workforce
- solution hosting platform, all solution components, data, database, disaster recovery site, and business continuity sites shall be physically
- ability to integrate with the State’s Wells Fargo CyberSource Payment Gateway Service and quickly adapt to different Merchant Services vendors and payment gateways
- Ability to accept various forms of payment, including cash, checks, credit cards, e checks, EFTs, Apple Pay, Google Pay etc.
- Solution must be quickly adaptable to different Merchant Services vendors and other payment gateways
- maintains an in-person cash transaction POS within field offices
- able to accept cash payments for in person transactions and allow for drawer closeout at end of day and office balancing/reconciliation
- must be flexible and configurable to accommodate past, current, and future distribution calculations of distributions
- debt collection case management component of the Financial Management System which incorporates analytics for managing entire collections portfolios, ensures compliance while decreasing manual processing
- system will need to handle payments and the calculation of payments on customer files that are held by an external collection agency
- solution must be highly configurable, with the ability to implement changes quickly to respond to new and revised regulatory, compliance, and safety requirements
