[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide regional transportation management and operations business case development services to determine the desirability and benefit to the region for the commission to pursue a transportation management and operations plan for regional adoption and potential integration into the department transportation management and operations plan to the government authority located in Las Vegas, NV.
- Educating commission and member agency staff on the benefits of transportation management and operations for improving the performance of the freeway and arterial networks across jurisdictional boundaries and service delivery modes or responsibilities.
- Itemizing and cataloging existing programs and projects underway at the commission and member agencies that could be incorporated as elements of the transportation management and operations plan.
- Estimating the benefits and costs associated with pursuing a regional transportation management and operations plan.
- Convene an initial kick-off meeting or call with commission staff to clarify the study approach and to establish a detailed schedule with specific goals, tasks, timelines, and roles.
- Prepare monthly progress reports, invoices, billings, and administer any sub-consultant.
- Participate in biweekly coordination calls with commission staff.
- Provide draft meeting agendas and related materials for meetings including handouts, slide decks, and meeting facilitation plans to commission staff within 10 business days in advance of meeting dates to allow time for review and approval by multiple commission staff and departments prior to distribution.
- Prepare meeting minutes within 5 business days of meetings and distribute to meeting attendees for review and comment.
- Federal funds will be used and the Consultant is expected to meet federal conditions throughout the course of the project.
- Implement and perform a quality management plan to measure and maintain quality of the project tasks and deliverables. The quality management plan shall include quality assurance and quality control to assure the project activities and deliverables align with the project requirements and monitor activity to ensure quality standards are met.
(2) All questions must be submitted no later than September 22, 2021.
