[B] Scope of Service:
(1) Vendor needs to provide professional consulting and engineering services to facilitate research
and development of consumptive water reducing technologies for cooling systems at partnering properties to the government authority located in Las Vegas, NV.
- Identifying viable technologies in conjunction with pertinent parties including the authority. Some potential technologies have been preidentified, but the selected firms are expected to contribute input as well.
- Recruiting non-single-family residential customers for participation.
- Evaluating suitability of technologies for partnering customers. The authority is willing to consider both retrofit and new installation opportunities for reducing consumptive water losses.
- Estimating consumptive water savings and energy use of proposed projects.
- Specifying technologies properly and providing consulting or installation assistance to participating properties.
- Monitoring installations at start-up.
- Documenting successful installations and water savings from these projects in briefs to assist the authority in evaluating technologies for further support.
- Lending credibility to this initiative and supporting the authority’s goal of reducing consumptive water losses related to operation of cooling systems.
- Most cooling tower water conservation measures involve reducing the amount of water that is “blown down” or “bled” from the cooling tower basin and replaced by “makeup” water to maintain water quality during the process of evaporation. Depending on how often the water was originally turning over in the tower, great reductions in water use are possible by doing this and helping customers increase these “cycles of concentration” is a mainstay for many water utility programs including the authority’s. It is relatively rare for reduction of the evaporated water to be considered as this has traditionally been treated as integral to the tower’s function
- Reducing bleed or blowdown, while benefiting the customer by reducing water costs and providing other benefits, does not help to extend community’s water supply. While the authority has facilitated some consumptive use-focused cooling technology upgrades like replacement of small water-cooled systems with air-cooling and reducing drift losses from towers, significant progress in reducing the consumptive footprint of cooling has been elusive. For this reason, the authority is seeking a proposer to assist in proposing and evaluating solutions that provide for effective cooling and reduction of evaporative water losses to the local market served by authority member agencies.
- Some work in identifying technologies that may be capable of practically reducing cooling water use has been done
- Consultant shall be responsible for the professional quality, technical accuracy, timely completion, and coordination of all Services furnished by consultant, its subcontractors and their principals, officers, employees and agents under this agreement. In performing the Services, consultant shall follow practices consistent with generally accepted professional and technical standards.
- It shall be the duty of consultant to assure that all products of its effort are technically sound and in conformance with all pertinent state, codes, ordinances, resolutions and other regulations. consultant will not produce a work product which violates or infringes on any copyright or patent rights. consultant shall, without additional compensation, correct or revise any errors or omissions in its work products.
- Permitted or required approval by authority of any products or services furnished by consultant shall not in any way relieve consultant of responsibility for the professional
and technical accuracy and adequacy of its work.
- Authority’s review, approval, acceptance, or payment for any of consultant’s Services herein shall not be construed to operate as a waiver of any rights under this Agreement or of any cause of action arising out of the performance of this agreement, and consultant shall be and remain liable in accordance with the terms of this agreement and applicable law for all damages to authority caused by consultant’s performance or failures to perform under this agreement.
(2) All question must be submitted no later than September 30, 2021.
(3) A pre-proposal Conference via TEAMS Meeting will be held on September 23, 2021.
(4) Contract term will be one year.
