Government Authority located in North Las Vegas, Nevada; USA based organization looking for expert vendor for city wide classification and compensation study services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide city wide classification and compensation study services to the government authority located in North Las Vegas, NV.
1) Attract and retain qualified employees; and
2) Provide competitive salaries that commensurate with assigned duties; and
3) Provide justifiable pay difference between individual classifications; and
4) Create a competitive and sustainable compensation system with other comparable governmental entities and private employers within the same geographic areas to attract, pay and retain top talent for the city.
- Support Provided by the City:
- Current salaries, terms of service, and job classifications.
- Historic information regarding wage scales/salary grades.
- Details of all current employee benefits by represented and no represented group.
- Copies of all existing job descriptions.
- The City’s administrative policies and any applicable procedure manuals.
- All current collective bargaining agreements.
- City’s current compensation philosophy
- The City’s organizational structure/chart as well as those from each department.
- Copy of the appointed/confidential ordinances, the Civil Services Rules and Regulations, and any employment contracts.
- The consultant shall conduct a comprehensive market analysis of both comparable of compensation with private sector employers and public sector employers in Las Vegas/Clark County metropolitan area and any other geographical areas that compare to size and services as the City.
- The consultant shall review and compare benefits and leave programs from a competitive standpoint using both private and public employers.
- After reviewing and analyzing the existing union and non-union pay schedules and benefit plans for the City with the comparatives from the private and public sector information, consultant will outline their recommendations in writing.
- Consultant with the City will create a city-wide cohesive and comprehensive classification and compensation plan, which will assure internal equity and external competitiveness. Recommend appropriate classifications, salary ranges, and create implementation timelines for adjustments.
- Project trend of total compensation activities for the organizations surveyed and recommend options to maintain a competitive market position.
- Provide a precise mechanism to appropriately slot classifications not included as benchmarks in the survey.
- Consultant will recommend a clear process and an appeal process for employees and supervisors to follow for future reclassification requests that may occur in the future.
- As appropriate, within the total compensation model, determine and memorialize the City’s overall compensation philosophy and determine methods and guidelines for adjustments: skill-based pay, market adjustments, merit bonuses, promotional increases, etc.
(2) An optional Pre-Proposal Meeting will be held on March 01, 2022.
(3) All question must be submitted no later than march 8, 2022.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
