[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide SaaS management procurement and implementation services including project-based accounting, budgeting, and management, and to all requirements.
- Cloud, or SaaS, solution
- Critical data will be stored and kept safe, the backup process, the upgrade process, and all other aspects of the SaaS offering
- Information architecture or model (preferably using a PowerPoint or Visio). This should depict data models, taxonomy, data elements, coding structures, standardization of a particular coding structure, data definitions (employees, vendors, invoices, etc.).
- Backup and Storage Environments
- Data exchange standards (e.g., XML, Web Services, or EDI) supported or provided by your Software
- Interfacing and integration with other solutions including the use of specific tools, methods, and standards
- Ability to import data into general ledger
- Budget creation and tracking
- Accounts payable (AP)
- Accounts receivable (AR) for tenant and non-tenant accounts
- Invoicing for tenant and non-tenant accounts
- Inventory control
- Fixed assets tracking
- Payment plan tracking
- Vendor Portal
- Grant Management
- Construction Management - Job Costing
- Construction Management - Enter multiple contracts and subcontractors for various jobs and properties
- Payroll journal entries and templates
- Bank Reconciliation
- Financial Reporting (balance sheet - current asset, long term asset differentiation, current liability, long term liability differentiation)
- Income Statement
- Cash flow Statement
- Client or Tenant or Participant portal that supports online payments
- Property owner or manager or Landlord portal
- Public Housing Information Center (PIC) submissions
- Voucher Management System (VMS) submissions
- Ability to manage Tenant Payment Agreements
- Ability to process landlord overpayments and garnish the property owner
- Ability to process landlord abatements
- Tracking and Management of PBV contracts
- Portability Tracking

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
