(1) Vendor needs to provide environmental consulting services for assist by providing project management, assist in community outreach services, preparing an inventory of potential brownfields sites, conducting phase i and phase ii assessments on priority sites to the government authority located in Winnemucca, NV. - Develop and launch a community outreach plan to inform, involve and engage partners, stakeholders and residents seeking community input and garnering consensus. - Conduct site inventory of candidate properties within target areas, involving business and property owners, partners, and stakeholders to obtain agreement on identified sites. - Through community outreach, ranking criteria will be developed for the prioritization of sites. - Conduct environmental site assessment, ensuring all required documentation be completed including site eligibility, as well as any necessary health and safety plans. - Complete clean-up plans and analysis for all sites identified for clean-up. - Determine feasible site reuse opportunities in coordination with partners, stakeholders and residents. - Establish redevelopment strategies for each of the Target Areas and respective sites, making certain the strategies and subsequent implementation reflect the consensus of partners, stakeholders and residents. - Position all identified and completed sites for recruitment of business, industry and job creation. - Complete all project documentation and reporting as required by grant. - Increased community awareness, understanding and support of and for the EPA Brownfields Assessment Project. - Identification and inventory of eligible sites for assessment and possible cleanup, interfacing with community, partners and stakeholders. - Increased community participation, involvement and support for county economic development strategic plans. - Strengthened working relationships with business community and property owners as a result of city, county and sub-grantee western development district (WNDD) support through resources and development of redevelopment plans. - Improved opportunities for business recruitment and development as a result of sites being assessed and cleaned up. - Improved opportunities for creation of jobs as a result of businesses locating in county - Increased revenue for cities and counties as a result of new businesses and residents contributing to the tax base. - Expanded opportunities for Cities and Counties to improve service level to the community as a result of an increased tax base. - Improve the overall aesthetics and create a more welcoming business environment to improve economic development in previously blighted areas. 1: PROJECT AND GRANT MANAGEMENT 2: COMMUNITY ENGAGEMENT 3: ENVIRONMENTAL SITE ASSESSMENTS (ESAs) 4: CLEAN-UP and REUSE PLANNING (2) The contract period will be for three years.
