(1) Vendor needs to provide marketing and community outreach services. - Marketing and communications and coordinate with other contracted marketing and public relations agencies in the development and implementation of a marketing and community outreach plan consisting of tactical analysis, advertising strategies, campaigns, promotional services, public relations, and community outreach with the specific directive of increasing enrolment-focused engagement within the black, indigenous and people of colour. - Developing and implementing marketing and community outreach strategies to increase program enrolment - Increasing brand awareness among community influencers while building and strengthening relationships with local workforce, government, and community partners - Identifying and creating plans to leverage outreach and partnership opportunities. - Plan, design, develop, and produce marketing tactics. - Coordination with designated media outlets selecting, buying, placement and monitoring services (no media buying will be performed). - Creative development. - Campaign analytics and data evaluation. - Media outreach, community outreach and relationship-building. - Measurement of Marketing Plan success through monitoring. - Marketing strategies to emphasize programs showing growth or that have potential for growth based on enrollment and state/regional job market data. - Broadcast media (TV, cable, satellite, OTT, radio) - Digital media (social, display, search, email, geo-fencing, app, SEO) - Outdoor or Out-of-Home (OOH) media - Print media - Supporting promotional media - Provide strategic campaign support, including planning, development, and execution; multi-channel outreach; and branded material development. - Leverage media outlet relationships to negotiate promotions and added value components over and above negotiated media placements. - Provide social media strategy development, content, and execution - Develop and coordinate visual cohesion of design and layouts for digital, print, and collateral materials including, but not limited to, video, brochures, posters, and other materials. - Direct or manage photo shoots performed provided photographers and videographers by providing art direction and guidance on site. - Provide ongoing insight into local media trends, market conditions, competitive spending and demographics or psychographics data changes- - Provide analytics and data analysis reports for all campaigns and website traffic. - Create quarterly planning objectives and reporting for ensuring tactics are managed on brand and on budget, and accountable to measurement KPIs. (2) All question must be submitted no later than April 14, 2023.
