(1) Vendor needs to provide executive director services or as an executive director of a professional regulatory board, or an equivalent combination of education and experience include management level administrative functions, regulation and professional licensing and registration, budgeting or financial management and should demonstrate proficiency in written communications and computer applications to the government authority located in Reno, NV.
- Provide comprehensive Executive Director Services to include: 1) executive and administrative support to the Board of Environmental Health Specialists.
- Manage the Board's office and carry out its policies on a day-to-day basis. This includes, but is not limited to: 1) having good working knowledge of Chapters 625A, 233B and 241 of the Nevada Revised Statutes (NRS), Chapter 625A of the Nevada Administrative Code (NAC) and the State Administrative Manual (SAM); 2) perform work according to NRS 625A, NAC 625A and Board policies, procedures and directives for the provision and documentation of services; 3) Maintain records and confidential files; and 4) develop and maintain basic operational manuals and Board policy systems.
- Administer the Board's annual budget by: 1) preparing the annual budget in conjunction with the Board; 2) recommend and prepare work /contract changes; 3) conduct daily accounting and records management; including accounts payable checks, deposits, and required reports; 4) preparation of financial reports; and 6) prepare and provide information necessary for the audit of financial records.
- Promote the Board's functions by: 1) writing, editing and issuing documents, notices, publications and brochures; 2) maintaining and updating the Board website; 3) coordinating Board sponsored activities; and 4) presenting at meetings, workshops, and other settings.
- Prepare and participate in Board meetings: 1) schedule, coordinate, prepare supporting documents, attend and transcribe minutes of Board meetings in accordance with the Nevada Open Meeting law NRS 241; 2) present Executive Director's report at Board meetings; and 3) initiate action on Board directives.
- Serve as a liaison by: 1) coordinating activities of the Board with other Boards and agencies, including, but not limited to, correspondence, attendance at meetings, telephone contacts, project cooperation, etc.; and 2) providing information to the applicants, registrants, and public.
- Handle all aspects of the registration, monitoring and compliance process by: 1) maintenance of the Board electronic regulatory data collection system; 2) conducting final review of applications for licensure to ensure compliance, investigate when necessary, and refer to the Board for action when appropriate; 3) approve applications, enter and maintain data in the registration and regulatory data collection system and issue registration; 4) monitor compliance with law and regulations; and 5) initiate administrative complaint process and refer for disciplinary action when necessary.
- Handle accusations and disciplinary action by: 1) reviewing Complaint accusation, identify potential violations, and conducting informal investigations; 2) review documentation and prepare recommendations in consultation with legal counsel, for consideration by the Board.
- Review, prepare and recommend law and regulatory changes, additions, revisions, and deletions by: 1) researching and presenting revisions to NRS 625A and/or NAC 640A 2) scheduling, preparing materials and conducting public workshops and hearings 3) reviewing and responding to legislative bills and 4) representing the Board during legislative sessions at hearings and meetings as directed by the Board.
