(1) Vendor needs to provide victim notification system.– Solution shall be usable from multiple avenues, including to web–based portals, phone applications, SMS text, and telephone services to accomplish project goals of data transition, registration, data updates, and notifications as needed in a timely manner, including system backups and recovery options.– Solution must dynamically maintain, receive, and access data related to offenders and victims from multiple law enforcement–based sources as well as members of the public at all stages of custody booking, pre–conviction incarceration, post–conviction incarceration, temporary release, change of location, release, transfer, escape and apprehension.– Solution must have the capability to deliver status information using computer–generated and computer–controlled scripts or algorithms– Solution must furnish a toll–free number, secure web site or portal, smart phone application, SMS text capabilities, and written notification capabilities to allow victims to inquire about the status of an arrestee or offender– These scripts will contain data elements including to the name of the accused or convicted person, date and time of release, date and time of transfer, date and time of parole hearing, name of institution or agency responsible for notification.– Develop a risk management plan to ensure that risks are identified, planned for, analysed, communicated and acted upon effectively– Developing a detailed operational concept of the interaction of the system, the user and the environment that satisfies the operational need– Advocates or criminal justice professionals to assist victims in utilizing the system, including provisions for creation of secure credentials for future access.(2) All the questions must be submitted no later than October 14, 2024(3) The contract period will be for four years.
