Government Authority located in Nevada; USA based organization looking for expert vendor for marketing and advertising services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide marketing and advertising services includes planning, creation of implementation of marketing and public relations strategies, advertising campaigns and other promotional services.
- The successful proposers must be able to conceive and execute large-scale marketing and branding strategies using a variety of strategies including, but not limited to, broadcast media, digital media, social media, and other media as required.
• Advertising conception, planning, design, development, production, and evaluation
• Media selection, buying, placement, and monitoring
• Creative development
• Public relations and media outlet coordination
• Market research coordination
• National and local market trend analysis
- To develop the following strategies and campaigns using the professional services listed above:
I. Marketing and branding campaigns
a. Strategic development, presentation, budgeting and implementation of marketing and branding campaigns to deepen awareness and garner student enrollment using schemes that include, but are not limited to:
 1. Broadcast media (TV, cable, satellite, OTT, radio)
 2. Digital media (social, display, search, email, geo-fencing)
 3. Outdoor and OOH media
 4. Print media
 5. Supporting promotional media
b. Manage search engine marketing and online display ad campaigns targeted to our respective audiences including social media targeting, video and streaming ads as well as cross-device schemes such as geofencing.
c. Leverage media outlet relationships to negotiate promotions and added value components over and above negotiated media placements.
II. Graphic design and multimedia production
a. Develop conceptual design and layouts for broadcast, print, social and digital media including, but not limited to, video, brochures, posters, and other collateral materials.
b. Select brand appropriate stock photography and manage photo shoots including recommending photographers and providing art direction and guidance on site.
c. Manage video production services including writing, storyboarding, talent management, shooting, directing, post-production and distribution.
III. Public and media relations management
a. Draft and distribute press releases, media alerts and community calendar posts as needed.
b. Pitch stories to local, regional and national media to bring awareness to programs and initiatives.
c. Provide on-site organization of interviews and press conferences for college enrollment appearances and official events.
d. Develop content and media necessary to promote stories and execute interviews.
IV. Account administration, tracking and measurement
a. Develop and monitor annual budget and create calendar to assist with budget, media placement, event planning and general campaign implementation.
b. Provide both media and public relations tracking and measurement on an as-needed basis.
c. Provide ongoing insight into local media trends, market conditions, competitive spending and demographics and psychographics data changes.
d. Effectively measure online analytics and digital effectiveness for each campaign (open rate, click through rate, etc.).
e. Coordinate periodic market research including focus groups, interviews, surveys and compile and analyze results to combine with historical campaign results and industry norms in order to gauge target audience insights and better predict consumer decision-making.
(2) Contract term will be three years.
