[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide disparity study services for federal transit administration and federal highway administration funded contracts, ascertain evidence of discrimination or its effects separately for each group presumed to be disadvantaged, as well as any evidence that demonstrates the absence of discrimination,
- Collect and analyze anecdotal and complaint evidence of discrimination against and minority-owned, and women-owned business enterprises, that are ready, willing, and able to participate on prime contracts and subcontracts,
- Gather evidence of barriers that may exist for minorities, women, and other socially and economically disadvantaged individuals, as compared to their similarly situated white male counterparts, in the formation of a new business, in the ability to qualify for bonding and financing, or to become prosperous in their entrepreneurial activities,
- Availability and utilization analyses in the relevant local geographic market (i.e. statewide as well as by counties) by reviewing prime contracts and subcontracts for both construction projects and consultant services,
- The study should rigorously determine and analyze the effect of factors, other than discrimination, that may account for statistical disparities between availability and participation,
- Any approaches utilized and support for the approach,
- The market area and regional breakdown and reasoning utilized to the government authority located in Carson City, NV.
(2) All questions must be submitted no later than September 20, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
