[B] Scope of Service:
Vendor needs to provide cloud based, GIS-enabled, Preliminary Damage Assessment (PDA) Tool to increase efficiency by automating the damage assessment data collection process through simple field data collection, provide real-time situational awareness and analysis through initial damage reporting; expand the resources of Nevada counties, cities and tribes by providing damage assessment capabilities across jurisdictional boundaries; quickly transfer damage related reporting to the Division; include a mobile application that allows damage assessment teams to collect data, store the data in a cloud based environment; include a web application which allows managers to assign, track and report on damage assessment operations.
- Ensure software complies and is consistent with existing State of Nevada emergency operations plans and federal guidance.
- Collaborate with State-wide Stakeholders to leverage available GIS data sets.
- Collect initial damage reports or windshield surveys from a mobile application and capability to map the assessments in real time.
- Integrate and leverage existing State/County/City/Tribal Government GIS address data points/tax assessment data.
- Enable damage assessment teams in the field to conduct damage assessments on residential, commercial and publicly owned buildings, roads, bridges, culverts and utility infrastructure (i.e. water and wastewater).
- Include a mobile application that works with or without internet connectivity or cell service; be available on iOS, Android and Windows platforms.
- Provide users with map based situational awareness via web application and/or mobile application
- Report on local damage assessments by using standard terminology from FEMA and Incident Command System forms.  Local damage assessment data collected from mobile devices in the field shall automatically populate into reports.
- Software licensing needs to be scalable to allow unlimited users State-wide.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
