Government Authority located in Nevada; USA based organization looking for expert vendor for data management system.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide the set up and management of a statewide data management system for collection of required student and program level data.
- Looking to purchase software as an off-the-shelf product that has history of being used in another state.
- The portal will serve as the 21st century learning center data collection portal (online tool) with the express purpose of collecting subgrantee site level data to ensure federal compliance and that the department is providing targeted technical assistance and support to the subgrantees.
- This portal will be used to collect, maintain and monitor data for department, and schools/districts and non-profit organizations across the state.
- The portal must have the ability to allow for the uploading of various data points (100+ sites), store those data for    multiple years and allow the Department to view and monitor the data. This includes data organization and analysis, running reports and editing.
- Hosting services for each year of the grant.
- The State must contractually secure ownership of the data that shall reside in the cloud
State information security policy.
- System should have an incorporated Google Drive API to allow for direct imports.
- System must allow for top-tier users to delegate access to 100,000 administrators at the district and school level and the action should be able to be carried out with their discretion
- System must allow multiple uses to act within the system simultaneously (e.g., uploading files, transferring documents between users, etc.).
- System interface must provide a consistent end-user experience defined by ease-of-use, seamless transitions from page to page, clear headings consistent with desktop monitoring and grant management common verbiage.
- System must allow an up to 100,000 users and allow multiple users to simultaneously use the system and upload documents from any location within the same or different repositories.
- System must allow authorized users to access files within system at any time, 24/7.
- System must be able to be accessed not solely via PCs, but also via smartphones, tablets, and other devices.
- System must be able to generate a wide range of report types including, but not limited to, data files, pending review items, rejected files, district reports, campus-level reports, and overdue items.
- System reporting capabilities must function with Microsoft Office suite products such as Excel, Word, PowerPoint, and Publisher, Adobe Acrobat Reader and may even have Google Office Suite functionality.
- System reporting capabilities must allow for downloads and uploads of data and documents in doc, docx, jpeg, html, gif, png, csv and pdf files.
- System must be able to keep audit trail of these components, including an activity/history log of actions taken within the system for each grant and ability for parties to set reminders to complete tasks within the system.
(2) All questions must be submitted no later than November 5, 2021.
