[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide performance-based benefits calculator services to the government authority located in Las Vegas, NV.
- To develop an automated benefits calculator to quantify the anticipated return on investment on programmed and proposed Regional Transportation Plan and Capital Improvement Program projects to the public
- Mandated to distribute transportation funds through a performance-based planning and programming process to help implement an integrated, efficient regional transportation system. The transportation system of will enhance and balance our defining regional characteristics: strong and vibrant economy; diverse and welcoming quality of life; and valuable natural and infrastructure resources.
- Identifies the long-term transportation needs and goals for our region’s surface transportation system;
- Establishes strategies to address the safety, congestion, multi-modal connectivity, and maintenance issues resulting from forecast increased population and employment growth in the region; and
- Identifies the transportation projects, programs, and services for implementation
- The project benefits calculator should:
- Integrate with various databases, spreadsheets, enterprises and asset management systems to leverage scarce resources and report investment choices reflective of local conditions.
- Compile, calculate, and compare transportation benefits and investment trade-offs customized to relay transportation performance outcomes at different scales (network, corridor or project based).
- Deliver automated calculations, which would limit human error and support intuitive, dynamic functionality which can update with changing agency goals, objectives, regional transportation needs and investment emphases
- Communicate complex transportation decisions and transportation performance outcomes through visually engaging platforms customized to relay project benefits to various technical and non-technical stakeholders.
- Expand considerations of transportation equity, health, and sustainability in decision-making processes
- Identify all Requirements to Operationalize a Benefits Calculator:
- to detail critical datasets, inputs and system integration touchpoints, such as (but not limited to) GIS enterprise, Regional Travel Demand Model, Asset Management programs, Public Health Assessment Model, Transportation Decision-Making Tool, and relevant criteria, condition ratings, and calculations. These and other factors will be used to quantify and translate project investment benefits and compare “what if” scenarios to stated RTP/CIP performance goals and objectives relative to safety, congestion, multimodal connectivity, asset management, economic development, equity, health, and sustainability
(2) All the questions must be submitted no later than March 16, 2022.

Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
