Government Authority located in Carson City, Nevada; USA based organization looking for expert vendor for broadband data licensing services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide broadband serviceable location data, data visualization tools, and consulting services regarding strategy development and program implementation that will assist agency in determining unserved and underserved areas that meet the criteria for funding to the government authority located in Carson City, NV.
- Collecting, processing, analyzing and mapping data from service providers to show the resulting address locations in Nevada that currently do not have access to broadband service at 25/3 Mbps, and possibly other speed thresholds such as 100/20 or 100/100 Mbps.
- Create and acquire, refine and maintain a comprehensive and reliable state-wide address point dataset. Agency and county broadband action teams will be engaged in this process to assist the vendor in accessing relevant data.
- Develop and implement a strategy for mapping residential and business units where the ratio of residences to serviceable locations may not be one-to-one such as MDUs.
- Integrate census block, census tract, street and road mapping data into the data for visual representation.
- Work with executive, fiber and GIS staff to produce proper data repositories for location data accessible to various audiences with proper access credentials.

- Tools that estimate the level of broadband service in a given area using any publicly available and proprietary datasets from service providers and other sources.
- Integrate service data from service providers willing to share service coverage data at the address level beyond the data available in the FCC 477 data collection process.  
- Integrate data that agency may collect from commercial and public access middle mile mapping sources, consumer speed test sites and the national telecommunications and information administration national broadband availability map effort.
- Ability to search and parse data by type of last mile technology service - including by No service available, Satellite only, DSL only, Cable only, Fixed wireless only, Fiber to the Home only and in any combination of Satellite, DSL, Cable, Fixed Wireless and Fiber
- Construction and operating cost estimation tools for fiber, fixed wireless, and hybrid infrastructure projects that allow for user-adjustable inputs.  This will include analysis of last mile and middle mile projects.
- Tools that will allow agency to visualize and map the broadband serviceable location data in ways to show available speeds, infrastructure type, nearest fiber interconnect points, and other relevant information.
- Assistance with developing financial analyses, business cases, and recommended designs for last-mile and middle-mile projects in each region of the state.
- Assist in the creation of a broadband mapping portal that will be made available to county broadband action teams (BAT) and other stakeholders for grant application and planning processes
- Possess data layers that represent broadband coverage throughout the state.
(2) All questions must be submitted no later than March 30, 2022.
(3) Contract term will be four years.
