[B] Scope of Service:
(1) Vendor needs to provide performance contract service for operating cost savings to conduct a financial grade operational audit and implement a performance contract for operating cost Savings measures to furnish and install new exterior and interior lights and related lighting controls to enhance its facilities throughout the District to the government authority located in Las Vegas, NV.
- Incurs no initial capital costs but with an option for the District to provide initial capital if desired;
- Achieves significant long-term operating and energy cost savings;
- Provides an annual cost savings and performance guarantee over the term of the contract;
- Maintains improvements in, and consistent levels of, operational functionality;
- Realizes additional related benefits such as reduced maintenance needs and facility improvements and occupant comfort;
- Maintains consistency with all applicable state and local codes and standards. Designs shall comply with all relevant building codes and shall meet or exceed the District performance specifications attached in the appendix.
- Maximizes financial benefits from participation in utility sponsored energy efficiency and demand response programs, as well as Nevada Governor’s Office of Energy and other Federal or State grant programs.
- The will include in the proposal, financial-grade operational audit, and subsequent performance contract, the cost for a third-party consultant to assist in the evaluation of the selected agency’s proposed cost-saving measures, and oversight during both implementation and the performance period.
