Government Authority Located in Elko, Nevada; USA based organization looking for expert vendor for comprehensive classification and compensation study services.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide comprehensive classification and compensation study services is to address changes in operations and staffing over the past decades, which may have affected the type, scope, and level of work being performed,
- Consultant to meet with department heads, mid-management, and labor representatives to explain study and process to be used,
- Consultant to meet with employees in at least two work locations to explain the study, methodology, and process,
-Consultant to conduct interviews and/or job audits as appropriate. Interviews and job audits may be conducted individually or in groups based upon classification,
- Consultant to update and/or create class specifications/job descriptions to uniformly reflect the distinguishing characteristics, essential job functions, minimum qualifications (education/experience and knowledge/skills/abilities), working conditions (physical demands, work environment, and travel requirements), and certification/licenses/registrations requirements for classification, as needed
- Ensure positions performing similar work with essentially the same level of complexity, responsibility, and knowledge, skills and abilities are classified together,
- Consultant to present proposed class specifications to employees and supervisors for review and receive and incorporate input prior to classification determination,
- Consultant to review current compensation plan (salary grade levels and steps) and understand current challenges in recruiting and retaining employees,
- Consultant to recommend and identify a consistent and competitive market that the county can strive to maintain,
- Consultant to recommend appropriate salary range for each position based on the classification plan, the compensation survey results, and the internal relationships and equality. Prepare a new or updated salary structure based on the results of the survey and best practices
- Provide salaries commensurate with assigned work,
- Clearly outline promotional opportunities and provide recognizable compensation growth,
- Provide justifiable pay differential between individual classes and
- Maintain a competitive position with other comparable government entities and private employers within the same geographical areas,
- Provide for a comprehensive evaluation of every job within the County to determine relative worth within the organization for internal equity and external competitiveness and for the establishment of pay ranges and step progressions within the ranges,
- Conduct a comprehensive compensation survey of external regional labor market and make recommendations for changes to the current classification system or adoption of a newly designed compensation system, which ensures internal equity and external competitiveness,
- Design and implementation strategy for the updated compensation system with the lowest financial impact on County operating process and greatest gain to positions that fall outside of a designated range, updated system may include a freeze for those positions that placed at levels above the midpoint,
- The consultant will be required to provide training on the utilization and maintenance of the
System, the consultant will provide the necessary documentation and other materials so the County will be able to maintain the system independently of the consultant following the implementation of
the job evaluation/compensation plan,
- Consultant to meet with staff to discuss study, review current classification grade methodology, and agree on methodology and strategies for the County, etc. to the government authority located in Elko, NV.
(2) All questions must be submitted no later than September 30, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
