[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide electronic lien and titling system
- Computing Platform:
- The ELT will receive daily batch files via the Department’s Secure File Transfer Protocol (SFTP) (or industry standard) from the Department
- The ELT will send all transactions and provide data files to the Department via the Department’s SFTP (or industry standard) provided by the Department
- The ELT will consolidate all ELT service provider transactions into one file for processing by the Department.
- The Department will only accept ELT transactions from the ELT,
- Create an online web inquiry function that will allow lien holder access to view their own ELT titles and current vehicle registrations via records web-services,
- Database documentation to include:
- Data Dictionary, Entity Relationship diagram (showing DB relationships), List of Database objects to include Tables, Stored Procedures, Views, and User Defined Functions along with descriptions and usage, Encryption Level (if present) to be compatible with Department standards; and Detailed explanation of the implemented security model,
- Design and Development Processes:
- Analyzing potential solutions, including identifying alternatives for evaluation in addition to those suggested by the State;
- Developing a detailed operational concept of the interaction of the system, the user and the environment that satisfies the operational need;
- Identifying the key design issues that shall be resolved to support successful development of the system; and
- Integrating the disciplines that are essential to system functional requirements definition,
- Configuration Management:
- Control of changes to requirements, design and code;
- Control of interface changes;
- Traceability of requirements, design and code;
- Tools to help control versions and builds;
- Parameters established for regression testing;
- Baselines established for tools, change log and modules;
- Documentation of the change request process including check in/out, review and regular testing;
- Documentation of the change control board and change proposal process; and
- Change log that tracks open/closed change requests,
- Peer Review Management:
- Peer reviews conducted for design, code and test cases
- Guaranteed Access to Software:
- The State shall have full and complete access to all source code, documentation, utilities, software tools and other similar items used to develop/install the proposed ELT System or may be useful in maintaining or enhancing the equipment and ELT System after it is operating in a production environment
- The license shall include, but not be limited to:
- System and program documentation describing the most current version of the system, including the most current versions of source and object code,
- All specialized or specially modified operating system software and specially developed programs, including utilities, software and documentation used in the operation of the system.
(2) All the questions must be submitted no later than September 7, 2021.

Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
